I havent really figured this site out yet.. i dont know anything bout wallpapers like how 2 make them or put them on the sight.. & i hav no idea wot papers are.. can you plz tell me?

Weell...

making wallpapers: there are so many tutorials on how to make them, google search: Photoshop tutorials. Photoshop is the program wallers here usually use. (including me ^^) . So basically you have to know the program first, then when you know the basics of the program, then you let me know ok? we'll do this one at a time ^^.

Photoshop CS3 is the latest , but I use CS2. Don't know the difference betwwen the two yet XD.

Papers: You need papers if you like to save scans on the site, it is like "money", you earn papers when you participate on the forums, comment on the wallpapers. ANNND papers can be taken away to, if you didn't follow instructions so always read the
sticky comments of the MODS ok?
